Harish Luthra

Harish Luthra is the chief executive officer of SAP National Security Services, Inc. (SAP NS2®). SAP NS2, a U.S.-based, independent subsidiary of SAP®, delivers SAP innovation to public sector and critical infrastructure industries. As CEO, Harish oversees SAP NS2’s engagement with customers to provide secure and compliant solutions, including intelligent cloud enterprise, customer success services, product support to align with market trends and ensure regulated customers can adopt the benefits of SAP technology.

Harish joined SAP in August of 1997. He began his career as a consultant and immediately made an impact within the organization as he founded the SAP Federal Professional Services practice in 1999.

In 2008, Harish became national vice president of the SAP Public Services Consulting business, and he was responsible for sales and delivery to the federal government (U.S. DoD and Civilian Departments/Agencies), state and local governments, aerospace and defense corporations, and higher education institutions. This began Harish’s experience with regulated industries, and it allowed him to gain a deep understanding of the special security requirements of government entities.

In 2011, Harish joined SAP NS2 and began focusing his efforts on the needs of public sector and regulated industries. Given his role with Public Services Consulting, he was well-equipped to support SAP NS2’s mission of executing secure cloud strategies that protect the nation’s most critical data.

Harish’s past roles have allowed him to gain a wholistic business experience – encompassing client engagement, program management, project implementation, program oversight, staff and business development, and more. As a leader within the Public Services, he gained direct experience with regulated customers such as IRS , CBP, USPS, U.S. Army, US Navy, DLA, City of Portland, Commonwealth of Kentucky, City of San Diego, Lockheed Martin, among others.

Today, Harish has helped SAP NS2 establish themselves as the secure cloud services provider for regulated industries across The Five Eyes intelligence alliance (Australia, Canada, New Zealand, the United Kingdom, and the United States). Alongside his leadership, SAP NS2 and SAP work to securely transform customer operations and ensure mission critical data is handled in alignment with government compliance standards.

Harish holds an MBA from the University of Maryland, College Park and is a member of World 50, Executive Mossiac, and WashingtonExec professional organizations.

Arvind Gidwani

Arvind Gidwani

Chief Technology Officer

Arvind Gidwani has over 25 years of experience in the technology sector and over 14+ years in Cloud-based platforms. He currently leads the Cloud Technology, Engineering & Operations for Single Tenant Cloud.

Arvind joins SAPNS2 from MapR, where he was the CIO and general manager responsible for driving a pure cloud strategy across the company’s business and engineering operations. He established Managed Services line of business from ground-up supporting all hyperscalers, including closing the first few major customers. He led the development of the automation required to support the service. Before MapR, Arvind was responsible for managing the global infrastructure operations for the Oracle Managed Cloud (Private/Hybrid) as well as the delivery of the cloud infrastructure for Oracle’s public PaaS and IAAS platforms. Before Oracle, Arvind was the Head of Cloud Operations at SAPNS2, supporting SAP on HANA and HCM cloud. Before his position at SAPNS2, Arvind was responsible for managing global infrastructure operations at SuccessFactors/SAP where he re-architected the largest commercial subscription-based Software as a Service (SaaS) during a massive period of growth (from 13 million to 28 million subscribers). While at SAP, Arvind was responsible for the initial launch of HANA as a service. Arvind has held senior positions in the past at Qualcomm, Lytx, Nirvanix, Cisco, and Applied Materials. He serves on the advisory board of several startup companies and has multiple patents, personally, in the technology space.

Joe Kernan

Joe Kernan is a retired U.S. Navy Vice Admiral and former Under Secretary of Defense, Intelligence and Security. He served in both the Surface and Naval Special Warfare communities for 36 years. He is currently the Chief Security Officer and a Board Member for SAP National Security Services (SAP NS2) and has served as a senior advisor for WestExec Advisors, Boston Consulting Group and BlackSky. In these roles he facilitated corporate strategies and the adoption of commercial technology in the government and public sectors. He was a founding Board member and first Chairman of NS2 Serves, a veteran training and employment program that continues to be conducted by SAP NS2.

Joe has experience and expertise in establishing Defense and Intelligence enterprise strategies, policies, and priorities, and developing related investments programs. In his most recent government role, he was the principal intelligence, counterintelligence and security advisor to the Secretary of Defense and the Director of Defense Intelligence in the Office of the Director of National Intelligence. On behalf of the Secretary of Defense, he exercised authority, direction and control over the National Security Agency, the Defense Intelligence Agency, the National Reconnaissance Office, the National Geospatial Agency and the Defense Counterintelligence and Security Agency.

His military assignments included:

Joseph Moreno

Joseph Moreno

General Counsel and Chief Compliance Officer

Joseph Moreno is the General Counsel of SAP National Security Services, Inc. (SAP NS2). Prior to joining NS2, he was a Global Litigation partner with Cadwalader, Wickersham & Taft LLP in the firm’s New York and Washington DC offices. With over twenty years of experience advising clients in the defense, technology, cybersecurity and financial services sectors on complex litigation, regulatory and compliance matters, Joseph is an internationally recognized practitioner and has frequently appeared on BBC, CNN, Fox News, MSNBC and other networks to comment on national security and law enforcement topics.

Before private practice, Joseph served as a federal prosecutor at the United States Department of Justice in the National Security Division’s Counterterrorism Section, where he investigated and prosecuted international money laundering, terrorist financing, and other financial crimes. He was also appointed a Special Assistant United States Attorney for the Eastern District of Virginia where he prosecuted a wide variety of criminal cases and successfully argued before the Fourth Circuit. In 2014, Joseph was appointed as a consultant to the Federal Bureau of Investigation (FBI) where he served on the staff of the FBI’s 9/11 Review Commission. He has also testified before Congress on matters involving lone wolf terrorist financing.

A decorated combat veteran of Operations Enduring Freedom and Iraqi Freedom, Joseph is a Lieutenant Colonel in the United States Army Reserve and has served on active duty in Europe, the Middle East and Africa. In 2004 he was awarded the Bronze Star Medal for his service in Iraq. Joseph is a recognized expert in the area of international and operational law, and currently serves at Headquarters, Department of the Army, at the Pentagon.

Joseph earned his undergraduate degree from Stony Brook University, his law degree from St. John’s University School of Law, and an M.B.A. from St. John’s University Peter J. Tobin College of Business. He is a member of the bars of New York, Virginia, and Washington DC, and is admitted as a solicitor in England and Wales. Joseph is also a certified public accountant (CPA).

The Honorable Ellen E. McCarthy is the ChairWoman and CEO of the Truth in Media Cooperative. She is also an Adjunct Professor at the University of Maryland and sits on advisory boards for Penn State Applied Research Lab, Oak Ridge National Laboratory, SAP NS2, Fortem Technologies, Exiger and Babel Street providing firsthand insights on artificial intelligence, cyber security, effective leadership, driving innovation and digital transformation.
Ms. McCarthy has over three decades of national security service in a variety of leadership roles spanning numerous intelligence organizations and disciplines. Most recently appointed Assistant Secretary of State for the Bureau of Intelligence and Research, confirmed by the U.S. Senate, and sworn in on
January 17, 2019. In this role she reported to the Secretary of State and led a team that provided
intelligence insights and activities to support foreign policy and national security purposes. In particular
she focused on advancing INR intelligence integration across the State Department especially the
missions and embassies around the world, expanding outreach, diversity and partnerships, and driving
innovation.
From 2015-2018 she served as Chief Operating Officer of the National Geospatial Intelligence Agency
where she helped the Director lead the agency and drive transformation with a specific focus on
leveraging private sector tools and capabilities and focusing government resources on unique and vital
national security capabilities. She also championed agile governance, recruitment and retention of a
diverse workforce.
From 2004 to 2008, Ms. McCarthy was the Director of the Human Capital Management Office and the
Acting Director of Security and Senior Policy Advisor in the Office of the Under Secretary of Defense for
Intelligence (OUSD(I)). At DoD, she focused on policy development and strategy relating to intelligence
reform, resource management, acquisitions, collection authorities, and personnel. Ms. McCarthy also
served the Director of Intelligence Operations, Strategy, and Policy for the United States Coast Guard
(USCG) and played a critical role in moving the USCG intelligence program into the IC, establishing
Maritime Intelligence Fusion Centers, expanding USCG attaché presence worldwide, and establishing new
intelligence and law enforcement collection capabilities.
Ms. McCarthy started her government career as an all source intelligence analyst at the Office of Naval
Intelligence and at Atlantic Fleet.
Ms. McCarthy’s government service was reinforced by experience gained in the private sector. From
2016-2019 she served as President of Noblis NSP, leading its mission to provide cybersecurity and data
analyst tools and services to clients in the Intelligence Community (IC). From 2008 to 2012 she served as
the President of the Intelligence and National Security Alliance (INSA), which supports government policy
and programs relating to cyber security, counterintelligence, acquisition, and homeland security.
Before joining the IC, she served as a technical research analyst at the Institute for Defense Analysis
supporting the Strategic Defense Initiative Organization and a reporter at THE Capital newspaper in
Annapolis, Maryland. Ms. McCarthy is a graduate of the University of South Carolina and holds a Master’s
Degree in Public Policy from the University of Maryland.

Timothy D. Chase

Tim Chase retired in 2020 as a Principal with Deloitte Consulting, where he was a leader within the U.S. Government and Public Services (GPS) practice. Deloitte GPS provides consulting, risk advisory, and financial advisory services to Cabinet-level agencies in the U.S. government, and to U.S. States, local governments, and higher education institutions.
Over the period of 27 years, Tim worked across the Department of Defense and Intelligence Community (IC) in support of their transformation challenges, business process improvement efforts, and strategic management initiatives. He held leadership roles in both business development and service delivery, including his most recent role as the Lead Client Service Partner (account leader) for Deloitte’s Defense Intelligence business. He also served in several internal leadership roles, including CFO of Deloitte’s GPS business from 2016-2019, where he was responsible for full life cycle pricing, contract and financial management support, and business planning and analysis. He has current US Government security clearance at the TS/SCI level.
Prior to working at Deloitte, Tim held Government consulting leadership roles at both BearingPoint and KPMG. Earlier in his career, he worked for seven years as an industrial engineer in commercial manufacturing environments. Tim is certified in production and inventory management, and holds both a Bachelors degree in Industrial Engineering and an MBA with a concentration in Finance from Virginia Tech. He also serves as the President of the Virginia Tech MBA Advisory Board.

Harvey Rishikof

Harvey Rishikof is a Visiting Professor of Law at Temple University Beasley School of Law. He is involved in a number of legal-policy projects sponsored by the MITRE FFRDC, the MacArthur Foundation, the Center for Strategic International Studies, the Hewlett Foundation and the National Academy of Sciences.

Professor Rishikof is the former Director of Military Commissions and Convening Authority at DoD, and the co-chair of the ABA National Task Force on Cybersecurity and the Law. Most recently he was senior counsel at Crowell & Moring, dean of faculty at the National War College, and held a joint appointment at Drexel University in the law school and the iSchool, College of Information Science and Technology.

Professor Rishikof’s last government position was senior policy advisor to the director of national counterintelligence at the Office of the Director of National Intelligence. Before joining the government he was at the National Defense University, National War College in Washington, D.C., where he served as professor of law and national security studies, and also chaired the department of national security strategy. He specializes in national security law, international law, media, civil liberties, civilian/military relations, governmental process, and the U.S. Constitution.

Professor Rishikof’s career includes experiences in the private sector, academia, and public service. He is a lifetime member of the Council on Foreign Relations and the American Law Institute. He is the chair of the advisory committee for the ABA Standing Committee on Law and National Security; he also serves on the Board of Visitors for the National Intelligence University, as an advisor to the Harvard Journal on National Security, on the U.S. Board of Wilton Park, as a Visiting Distinguished Research fellow of the Center for Strategic Research at INSS at NDU, and as outside director for Chicago, Bridge and Iron (CBI).

As dean of the Roger Williams University School of Law, Bristol, Rhode Island (1999-2001), Professor Rishikof introduced courses in national security law and the Constitution, in cooperation with the Naval War College. He was also legal counsel to the deputy director of the Federal Bureau of Investigation. As Administrative Assistant to the Chief Justice of the Supreme Court (1994-96), Professor Rishikof, a former federal court of appeals law clerk in the Third Circuit for the Honorable Leonard I. Garth, served as chief of staff for the Chief Justice and was involved in general policy issues concerning the federal court system. In this capacity, he acted as liaison to the Executive Branch, Congress, the Federal Judicial Center, and the Administrative Office of the United States Supreme Court. For a number of years he was a Tutor in Social Studies and the Government Department at Harvard University. He was in private practice in Boston with Hale and Dorr.

Professor Rishikof has authored many publications and monographs and co-edited a book, Patriots Debate (2012). His most recent book publication is The National Security Enterprise: Navigating the Labyrinth (2009, 2nd ed 2017).

Jennifer Ewbank

Jennifer Ewbank is a senior national security executive with deep global expertise, who served as Deputy Director of the Central Intelligence Agency for Digital Innovation from 2019-early 2024. In that role, she led transformation of one of the world’s most sophisticated and secure digital technology ecosystems.

Jennifer’s blend of technological insight, operational expertise, risk management, global engagements, and support for public-private partnerships is unique in the American national security community and provides a valuable perspective on global security challenges in the digital era.

Jennifer’s prior roles at CIA included four tours as Chief of Station, as well as Chief of the former National Resources Division, where she built partnerships with US law enforcement and American citizens and institutions, public and private, to advance the US national security mission.

Recognized as a leader in building public-private partnerships, Jennifer has been recognized with multiple industry awards for leadership in technology transformation and contracting, as well as a range of government honors, including the Presidential Rank Award and the Distinguished Career Intelligence Medal.

Today, Jennifer applies her expertise as a board member across cybersecurity, financial services, and national security technology companies. She is a frequent keynote speaker on digital technologies, leadership, organizational transformation, and resilience.

Ken Rapuano

Ken Rapuano is a Distinguished Research Fellow at National Defense University, and an independent consultant and senior advisor to organizations seeking expertise and advice across a diverse range of national and global security issues.

Ken’s over 36 years of experience in the national defense and security fields includes service in the Marine Corps, with deployments in Iraq and Afghanistan; and senior executive positions in the defense industry, two FFRDCs, the Department of Energy, the White House, and the Department of Defense.

Most recently, from 2017 to 2021, Ken served as the Assistant Secretary of Defense for Homeland Defense and Global Security. In this role, he developed policy guidance and advice for the Under Secretary for Policy and the Secretary of Defense. Specifically, Ken oversaw planning, capability development, and operational implementation to assure warfighting and national security advantage in the critical mission areas of Cyber Policy; Space Policy; Countering WMD; Defense Continuity & Mission Assurance; Homeland Defense and supervising Defense Support of Civil Authorities activities of the DoD; and as Principal Cyber Advisor to the Secretary of Defense.

In the GW Bush Administration, he served as the Deputy Homeland Security Advisor to the President, and Deputy Under Secretary of Energy for Counterterrorism.

These experiences have provided Ken an in-depth understanding of the most significant security threats facing the Nation, and very practical perspectives on the most effective approaches to prioritizing challenges, framing objective outcomes, developing clear courses of action, coalescing buy-in of key stakeholders, and aggressively executing strategic plans to achieve results.

Ken holds a bachelor’s degree from Middlebury College, and a master’s degree in National Security Studies from Georgetown University.
